
DeKalb County, which covers most of the Atlanta metropolitan area, is the third largest school district in Georgia.
DeKalb County School Superintendent Devon Horton resigned after authorities in Illinois charged him with wire fraud, tax fraud and embezzlement. Horton has led the Metro Atlanta school district since 2023.
The county school board voted to accept Horton’s resignation at a special meeting on Oct. 15.f accepting kickbacks from private partner-owned businesses that had contracts with Evanston-Skokie School District 65 and Chicago Public Schools (CPS), where he previously served as superintendent. Prosecutors say Horton didn’t do it disclose his financial connections or involvement with those companies.
The council initially faced opposition Placed Horton on administrative leave on October 9, the day after he was charged, during an emergency council meeting. State Sen. Emanuel Jones demanded that the district immediately stop him.
The council unanimously declared that approved the forensic audit about district contracts and purchase card costs.
“In light of the recent federal charges against Dr. Horton related to his employment with the previous school district, the Board believes this action is in the best interest of the DeKalb County School District,” Board President Deirdre Pierce said in a statement obtained by the DeKalb County School District. “We recognize the seriousness of the situation and remain committed to maintaining transparency, accountability and public trust. While there are changes ahead, please know that the Board remains fully committed to our ongoing work, including key initiatives such as the Student Assignment Project (SAP) and ensuring a high-quality education for all students.”
The council was named by Dr. Norman C. Soucy, who previously served as the district’s Superintendent of Student Services, as Acting Superintendent.
A charge of embezzlement can result in up to 10 years in prison and a fine of $100,000 or twice the amount stolen. The wire fraud charge carries a maximum sentence of 20 years in prison.
Horton’s court date is set for 11 a.m. Oct. 23 in the Northern District of Illinois.
