Only a select group of federal law enforcement officers, not all, are reportedly getting paid in mid-October 2025. causing division within departments at the time when officers are most needed, reports CNN.
Under special orders from the Trump administration, criminal investigation agents who work for the U.S. Department of Justice (DOJ) in agencies such as the FBI, the Bureau of Alcohol, Tobacco, Firearms and Explosives and the U.S. Secret Service are paid on time, capping the pay of 1,811 employees in that category.
Agents without pay during the government shutdown, now in its 23rd day, include intelligence analysts and support staff who work in the same agencies. Senior law enforcement officers familiar with the situation are shocked drives the decisionstressing that it only makes morale worse than it already is. “You can imagine what that does for morale,” said one current senior official.
“Our intelligence analysts perform important work, without them things cannot be done. So doing that doesn’t send the right message.”
A former FBI agent who worked through previous shutdowns agreed, saying that without support staff, top officials would not be able to move without them. “The fact is that analysts and professional staff all play an important role in an FBI investigation. That’s why they should continue to work because they are an integral part,” said retired FBI agent Dan Brunner.
“Every person, not just the 1811s, plays a crucial role in the life of the investigation.”

Employees like Johnny Jones, a TSA worker and president of Local 1040 for the American Federation of Government Employees, say many members are worried about how the bills will be paid. “Gas stations don’t take IOUs. I talked to a few employees and they said, “This is my last charge and I’m not going to have any money” because they don’t have credit cards, Jones said.
“They’re literally like, this is the last tank of gas I’m going to have until I get paid again.”
While the FBI Agents Association applauded Trump, saying FBI agents’ pay “reflects the essential role FBI agents play in protecting the American people,” other key players, such as Centers for Disease Control and janitors at federal buildings, received proportionate checks just before the shutdown.
